Medical and social expertise service was established in Udmurt Republic in 1997, according to the Resolution of the Government of the Udmurt Republic from 14.07.1997, № 704 "About a phased restructuring of the professional medical expert commission (PMEC) of the republic and the creation the new State Medical and social expertise service on its basis (MSES).

Diagnosis for determining their rehabilitation potential, Disability and need for social protection measures. The Medical and Social expertise service is responsible for the definition of disability, reasons of disability, terms, time of the disability beginning; the needs of the disabled person in various kinds of social protection, the development of individual rehabilitation program (IRP) of disabled person, the development of comprehensive programs to prevent disability, the definition of the degree of incapacity of persons who have received industrial injury or industrial disease, the identification of causes of death, disability and etc.

The structure of the institution consists of administration, 4 head office bodies and 22 subsidiaries. The Medical and Social expertise service Bureau is located in the Udmurt republic area, in the following cities: Izhevsk, Mozhga, Glazov and Sarapul. All the specialized subsidiaries (phthisiologyc, psycho neurological, ophthalmic, oncology, pediatric) are located in Izhevsk.
