MEDICO-SOCIAL EXAMINATION (MSE) in Russia is one of kinds of medical examination, establishes the reason and physical inability group, degree of disability of citizens, defines kinds, volume and terms of carrying out of their rehabilitation and a measure of social protection, makes recommendations about the labor device of citizens. MSE it is made by establishments of mediko-social examination of system of social protection of the population. Recommendations MSE about the labor device of citizens are obligatory for administration of the enterprises, establishments, the organizations irrespective of pattern of ownership.
The service of medico-social examination in Udmurtiya has been created in 1997 according to the Governmental order of the Udmurt Republic from 14.07.1997 No 704 «About stage-by-stage reorganisation of structure of medical labour commissions of experts (VTEK) republics and creation on its basis of new Public service of Medico-social examination (MSE)».
The basic line of activity of Federal official body - the Main bureau of Medical and social examination on the Udmurt Republic is carrying out of expert diagnostics of people for the purpose of definition of their rehabilitation potential, restrictions of ability to live and requirement for measures of social protection. Definition of group of physical inability, its reasons, terms is assigned to service MSE, time of approach of physical inability; requirements of the invalid for various kinds of social protection; working out of the individual program rehabilitations (Ieper) of the invalid, working out of complex programs of preventive maintenance of physical inability; definition of degree of loss of professional work capacity of the persons who have sustained a labor injuries or occupational disease, definition of causes of death of the invalid and another.
Annually service MSE spends survey to Udmurtiyas about 40 thousand thousand persons. From them an order of 5 thousand — children and teenagers.
Rehabilitation of invalids is one of priority directions in work of service of medico-social examination and the main link in system of social protection of invalids. The rehabilitation purpose is restoration of the social status of the invalid, achievement of material independence by it and its social adaptation, integration in a society. The basic mechanism of realization of rehabilitation of invalids are the individual program rehabilitations (Ieper) which since March, 2005 is developed for each person recognized as the invalid. To us those who has been recognized earlier by the invalid address also, but for whatever reasons has no Ieper, for such people Ieper too is formed. Now considerable positive dynamics in service MSE work on problems of rehabilitation of invalids is traced, growth of percent of coverage of invalids Ieper is observed thanking both service work, and interest of invalids in carrying out of rehabilitation actions and interactions the Federal official body - the Main bureau of Medical and social examination on the Udmurt Republic with various establishments and Republic departments.
Public service MSE urged to provide availability of the Medico-social help to the Republic population. In this connection exit sessions of the commissions are held, work is conducted according to the schedule which affirms on half a year and it is possible to data of medical institutions and patients. At occurrence of the questions demanding consultation, patients can address on visiting days to a deputy head on expert work or directly to the head of establishment - to the Main expert across Udmurt Republic.
